0870 numbers premium rate?
No, 0870 numbers are national rate numbers. Anyone sending faxes
to this number will be charged at BT's standard national rate -
it is NOT a premium rate number.

Generally speaking, no, although we have heard that some international
carriers do allow calls to 0870 numbers from outside the UK. We
make no guarantees and you should consider this service for UK use
